AFAIR we haven't modified throttle code(dependency 3.3.0-wso2v2 and core 4.2.1) for long time and we are using it as it is. We may use the same component version as its already available on repos. If we need to do any development or fix/improve anything we may need to get it to git with other version and continue. WDYT?
