Yes.
With the current implementation provisioning framework engages in outbound
provisioning only (Works as outbound provisioning framework). In that case
each Inbound provisioning connector has to decide for each SP
configurations whether it works in dumb mode or in smart mode.
And this is only available for SCIM provisioning as It was implemented from
IS 4.6.0 onwards.
