Let's assume, at some later point, this tenant wants to deploy CApp B. This CApp B is there for completely different solution and it has got a gadget name 'averageUsage'. On the other hand, we can't assume that tenants develop all of their CApps by themselves. Tenant can just get the CApp from somewhere and deploy.
