Let say tenant has a CApp A, and in this CApp there is a gadget name
'averageUsage'. Let's assume, at some later point, this tenant wants to
deploy CApp B. This CApp B is there for completely different solution and
it has got a gadget name 'averageUsage'.

On the other hand, we can't assume that tenants develop all of their CApps
by themselves. Tenant can just get the CApp from somewhere and deploy. Most
common example is sample CApps supported by DAS.
