+1 We need to have a default (global) file where all webapps will inherit those default values, but webapps should also be able to override some configurations values with webapp specific wso2as-web.xml descriptor (Eg - skipped pages or resources).
This should be added not only for SSO configs, but also for other AS features (Classloader Enhancements) as well.
