The main purpose of the view[1] is listing users with inline actions.
Actions such as delete/lock/disable/activate on the top of the table are
secondary actions and are used only when the bulk select is activated (When
the rows are selectable) Showing them in default (un-selectable) state
would confuse the user as those actions would not relate to any
functionality at that point.
