Because opening email client and checking the code may take time, depending on whether user has to log in to his email account, use 2FA for his email, etc. The TOTP code is short lived (90s). I think it's better to send this code over SMS or have both functionalities. What do you think? Don't we need to have a choice to user to either email/sms or both ?
