In latest APIM 3.0.0 milestone release, we are using eager loading to
deploy the APIs. Basically, when the gateway server starts up, gateway
system services retrieve relevant APIs (published with the gateway's label)
from APIM core REST API and they will be deployed into gateway runtime.

IMO, we should enable eager loading as the default behavior. It is true
that we need to minimize the startup time of the server. But from the
gateway user's perspective, in a default gateway profile, the response time
of the initial request is much important than the server startup time.
Further, the decision of enabling eager loading and lazy loading depends on
the number of APIs deployed in the gateway (If we have a few APIs, there
won't be an impact on the server startup time by having eager loading, but
if the number of APIs is a huge amount, eager loading won't work we should
enable lazy loading). Thus I think the default config should go with eager
loading since the default gateway profile is not suppose to be flooded with
a huge amount of APIs.
