Yep, its the actual file in the file system. For the MRM-426/MRM-425
fix, I've set it to be filed as an invalid pom and added as a repository
problem for reporting purposes.

If the file is -SNAPSHOT and the version is a snapshot, I'd consider
it inconsistent - yes.
