-r610730 - committed the specified changes above except i no longer removed 
this line "logger.debug( "Sending to consumer: " + consumer.getId() );" from 
ConsumerProcessFileClosure because the default logging level for the repo 
scanner was set to INFO anyway. 

The problem with the duplicated logs in archiva.log and wrapper.log still needs 
to be done.
