InstallService.bat requires PLEXUS_BASE to point to PLEXUS_HOME

The script requires bin\plexus.bat to be present in both PLEXUS_BASE and
PLEXUS_HOME. This is not the case if one wants to separate the repository from
the intallation. The workaround that worked for me was to replace
if exist "%PLEXUS_BASE%\bin\plexus.bat" goto startup
with just
goto startup
