You are right, by checking the "initiate import jobs" the export functionality 
will be added to a User Permission Group (I verified it works in 1.4.2). As you 
mentioned, though, additional permissions will also be added to this user 
group. And navigating through the steps is also a little clunky, but it does 
work.

I took a look at the Public Formats plugin and it doesn't show that it was 
tested for compatibility past version 1.2.0, so I am not sure it will work with 
the later versions. That might be an option, though. Hopefully, as the product 
develops there will be more options for fine tuning permissions.

In general: Yes - I've had problems with the ArchivesSpace permissions system. 
In some places it doesn't grant even read permission to things that you don't 
have permission to change. I believe that's the case for repository 
information.  I know there are more - I'm sorry I haven't been keeping a list 
of the issues as they come up. Another issue is that users can't change their 
own passwords - they need an admin to set them.
