I have found that reports can be added to ( and probably customized ) by adding 
to the archivesspace/reports/ directory.
I assumed this was the way to do it since the reports directory is a top level 
directory and not part of the frontend or backend .war files. 
I haven’t yet tested ( or searched ) to see if it looks in the plugins/local/  
directory as well. 


( I’m adding a users + permission groups report, and looking at modifying some 
of the existing accession reports to be repository based. )
