The files don't get written to the state directory until indexing has fully 
completed. So if ArchivesSpace restarts before then, it will try to re-index 
from the start again.

Is it typical for PUI indexing to run through all records each time 
ArchivesSpace restarts?  Or is my indexing just never fully completed?

The staff indexer seems to understand that there are no new records and does 
not run through everything:

I, [2021-03-15T10:25:16.599063 #6928]  INFO -- : Thread-2868: Staff Indexer 
[2021-03-15 10:25:16 -0400] Running index round
I, [2021-03-15T10:25:18.785671 #6928]  INFO -- : Thread-2868: Staff Indexer 
[2021-03-15 10:25:18 -0400] Index round complete

But the PUI, so far in my experience, restarts from 0 each time. Just trying to 
understand if this is normal behavior. I don't have anything in the directory:

archivesspace/data/indexer_pui_state

besides the repositories_repositories.dat. Will there be more files there when 
PUI indexing really completes?
