That message means the agent you are trying to delete is also a user of
the staff interface. The database is set up to prevent deletion of rows
in the "agent_person" table if doing so would leave a dangling reference
in the "user" table. To delete the user, and with it their associated
agent record, go to System > Manage Users, find the user in the list
(which might be tricky if their username is different to their real
name), edit, and click Delete.
