I think it's valuable to encourage documentation contributions from
non-committers (note the recent request for access from Jay McHugh). We
use this policy in the Geronimo community. I'm sure that others do, also.

I agree to opening up access for those with ICLAs on file that request
access. More contributors will hopefully mean more/better doc and that
is always something that is lacking.
