Section 121.12.3 defines the properties that MUST be set on all blueprint
events published to the EventAdmin service. For the BUNDLE_VERSION properties
and EXTENDER_BUNDLE_VERSION properties, these properties are not set if the
bundles do not include a version headers. Since these properties are specified
as mandatory, these properties should be getting set to Version.emptyVersion
rather than left as null.
