IIUC the blog that you envision is meant as an Aries project blog?

If that's the case, I strongly recommend having it at
http://blogs.apache.org/aries - this will make it more visible
alongside other Apache blogs, and should help make it a group effort.
Adding it to http://planet.apache.org/ as well is certainly a good
idea.

To request http://blogs.apache.org/aries, just create an infra issue
(see https://issues.apache.org/jira/browse/INFRA-2011 for an example).
