Make ApplicationContextManagerImpl fully stateless

As identified by Guillaume the current ApplicationContextManagerImpl looses its
state after a restart, but the bundles it installed are left in the framework
meaning that we cannot reinstall the application after a restart. ARIES-165
aims to make the ApplicationContextManagerImpl store its state for a restart,
but that looks like it will be a bit of work to get right. In order to fix the
issue for the release we should uninstall the bundles on shutdown to provide a
proper stateless (not half stateless) runtime.
