The transaction bundle is the only one to have those headers.
I'm planning to add those for the other bundles with the following rules;
* mark a service as imported when the reference to this service is mandatory
* mark a service as exported when it does not depend on any mandatory
reference
The reason is that I think we should be conservative and only include the
service in the headers when they will always be imported or exported to not
screw the resolution.
