Add Spring DM/Blueprint RI support for the JPA namespace

The Blueprint RI also has support for handling custom namespaces. The Aries JPA
container should add an integration point for the blueprint RI to make it more
widely consumable.
This should be a simple bundle that provides equivalent function to the
existing blueprint integration bundle, but using the spring namespace support.
This feature should be based upon the gemini code, once it becomes available
