I have committed a fix for the source licenses to the release branch
in revision 934343. Other than replacing references to openjpa with
org.apache.aries.jpa.container, the top-level LICENSE and NOTICE file
now reference the CDDL licenses exactly as the .vm files.
As far as I can see on my system this produces the correct release zip
as well as the correct binary and sources jar (in that only the jars
in the jpa-container subproject have the additional license elements).
This begs the question though where the license that is included in
the binaries for the subprojects originates from.
