Add drop down menus to the navigation pages on the Aries site

The list of items on the navigation pane was getting too long to fit so it was
condensed down to a small set of headline items. The result is that people
wanting to look at JIRA (say) have a two step process to go through. This could
be avoided by having drop down menus on the navigation bar - this should be
possible to do by:
1) Turning the Navigation Menu into a set of unordered list items and sub-lists
2) Adding to the site.css so that it displays sub-lists as a menu when the
mouse is held over a top level list item.
