The Address Supporting Organization Address Council (ASO AC) is pleased to call 
for nominations for candidates from the Internet Numbers Community to run for 
an open seat on the ICANN NomCom 2024 as delegate of the ASO.

The Nominating Committee (NomCom) is responsible for appointing a number of 
seats to the ICANN Board of Directors, the Public Technical Identifiers (PTI) 
Board, the At-Large Advisory Committee (ALAC), and the Councils of the Country 
Code Names Supporting Organization (ccNSO) and the Generic Names Supporting 
Organization (GNSO). 

NomCom delegates act only on behalf of the interests of the global Internet 
community and within the scope of the ICANN mission and responsibilities 
assigned to the NomCom by the ICANN Bylaws; they do not act in furtherance of 
the group that appointed them to the NomCom.

The term for the elected delegate will be one year starting in the Annual 
General Meeting ICANN78 in October 2023.

Specific criteria and requirements regarding the NomCom composition and NomCom 
delegates are outlined in Article 8, Sections 8.2 and 8.4 of the ICANN Bylaws 
(https://www.icann.org/resources/pages/governance/bylaws-en/#article8).

Required Knowledge, Skills and Abilities (KSAs)

 

As outlined in the ICANN Bylaws article 8.4, delegates to the ICANN Nominating 
Committee shall be:

 

·         Accomplished persons of integrity, objectivity, and intelligence, 
with reputations for sound judgment and open minds, and with experience and 
competence with collegial large group decision-making;

·         Persons with a wide contacts, broad experience in the Internet 
community, and a commitment to the success of ICANN;

·         Persons whom the selecting body is confident will consult widely and 
accept input in carrying out their responsibilities;

·         Persons who are neutral and objective, without any fixed personal 
commitments to particular individuals, organizations, or commercial objectives 
in carrying out their Nominating Committee responsibilities;

·         Persons with an understanding of ICANN's mission and the potential 
impact of ICANN's activities on the broader Internet community who are willing 
to serve as volunteers, without compensation other than the reimbursement of 
certain expenses;

·         Persons who are able to work and communicate in written and spoken 
English;

·         Familiarity with the ICANN groups to which the NomCom appoints 
(Board, PTI, ALAC, GNSO and ccNSO);

·         An understanding of Non-profit Board Governance;

·         Prior experience in executive recruiting and Human Resources is a 
plus.

Term of Eligibility





·         NomCom voting delegates shall serve one-year terms and may serve at 
most two successive one-year terms, after which at least two years must elapse 
before the individual is eligible to serve another term.

·         Non-voting liaisons shall serve during the term designated by the 
entity that appoints them. The Chair, the Chair-Elect, and any Associate Chair 
shall serve as such until the conclusion of the next ICANN annual meeting.

 

Key Responsibilities and Duties





·         Act independently and in the larger public interest and not act as 
representatives of, nor lobby or advance the interest of any particular 
Organization, Group or Committee, in particular with respect to the assessment 
and selection of candidates.

·         Engage in outreach, recruitment, and information gathering.

·         Read the submitted and gathered information about each candidate 
under consideration; to participate in both deliberations about individual 
candidates and construction of slates of candidates that will fulfill the 
requirements for each of the leadership bodies for which the NomCom selects 
delegates.

·         Participate in NomCom teleconferences.

·         Work diligently with NomCom colleagues toward an overall consensus on 
the best possible group of candidates to be selected.

·         Adhere to the ICANN Code of Conduct.

·         Provide brief reports to its respective SO/AC on relevant issues 
considered by the Nominating Committee, as Nominating Committee confidentiality 
permits.

 

Time Commitment for the ASO NomCom Representative

The person should be able to join (in person ONLY if it is safe to travel and 
no travel restrictions are in place) three ICANN meetings (ICANN78, ICANN79, 
and ICANN80) and an intersessional meeting (location to be decided by NomCom 
2024). In case in-person meetings are organized, travel support will be 
provided by ICANN. The NomCom has a procedure document that provides additional

The delegate should be able to join monthly teleconferences. Note that the 
NomCom's workload usually increases significantly during Mar/Apr/May/June when 
the candidate assessment process will be at its busiest. Conference calls are 
held more frequently (typically weekly and the duration of the calls may last 
up to three hours) during this time as well. Additional time is required to 
prepare for and participate in subcommittees. 
All NomCom delegates should be able to attend all ICANN Public Meetings and all 
officially scheduled NomCom committee meetings 
When attending ICANN Public Meetings, attendance at scheduled NomCom meetings 
is mandatory. In the event of schedule conflicts with other volunteer 
activities, priority should be given to the NomCom meetings.
 

 

 

Eligibility Exception

 

No person who is an employee of or paid consultant to ICANN (including the 
Ombudsman) shall simultaneously serve on the Nominating Committee.

The ICANN community is diverse and the composition of NomCom should reflect 
this in order to fulfill its mission.

Deadlines and Important Dates

The ASO AC will be responsible for the selection of the delegate based on the 
following timeline:

·         Announcement of call for nominations for 2024 ICANN NomCom: Wednesday 
1 March 2023  

·         Reminder call for nominations Monday 3 April 2023

·         Nomination period ends: Tuesday 25 April 2023

·         Evaluation of nominations by the ASO AC: Wednesday 3 to Wednesday 17 
May 2023

·         Voting period by the ASO AC: Thursday 18 to Wednesday 24 May 2023

·         Results reported internally to the ASO AC Thursday 25 May 2023

·         Announcement of selected delegate: around Friday 26 May 2023

 

Nominations should be sent to secretariat [at] aso [dot] icann [dot] org by 25 
April 2023 at 23:59 UTC, along with answers to the following questions (all 
questions are mandatory). 

1.    Have you read the time commitment for NomCom and are you willing to 
commit the time required to fulfill this role?

2.    Have you been part of a Nomination Committee in the past with ICANN or 
with any other organization?

3.    Please describe your involvement in your RIR community.

4.    Please describe your involvement in the ICANN community.

5.    Please briefly share why do you would like to join NomCom as the ASO-AC 
appointee.

Additionally, all candidates must provide their background in the Internet
