Hi Mike,

It'd have to be per-timeframe (per year). A per-transfer cap would be
meaningless. It should also start low with the expectation that it'll
grow if it proves out. And that'd have to be low enough that standing
up companies for the purpose of evasion isn't cost effective versus a
needs audit. That last part strikes me as very challenging.
