always been told that an global policy is distinctly one that regulates the 
interaction between ICANN/IANA and the RIRs.

Yes.  The last comment in the document would seem to suggest the desire is for 
IANA to incorporate the principles of this policy into its operation.

 Like policies for giving out blocks of address space or ASNs by the IANA, etc.

My reading of the #5 of the ASO MOU doesn't suggest a limitation to giving out 
blocks.
