Have you known that one ARIN member who received 23.192.0.0-23.211.255.255 from free pool also strongly supports this anti-language proposal? meanwhile, they have applied a very large apnic pre-approval (hope) for transferring their "old" ips into its apnic account. So, i think it will be good for the community to restrict transfers on a per-organisation basis in case such an organisation queeze the so few remained ARIN free pool. the time frame of ineligible for re-transfer or re-sale should be at least 24months or more to avoid the speculator and to avoid people who are good at finding the loopholes of ARIN policy.
