Milton -

As noted, that "institutional memory" would permanently enshrine the very 
explicit RFC 2050 policy of requiring needs-based qualification in order 
to be the recipient of a transfer.  Luckily, the actual documentation of 
the formation of ARIN and NSF announcement of same are far more useful in 
this respect than the slidedeck that was used to to pitch the concept.
