I saw 207 mentioned in the "Ip allocation" thread but thought that it was a 
parallel of 4.10 for initial assigmnents, not an extension of 4.10. And now 
that I read it carefully, I am still more confused since it actually seems to 
be both. I would support the addition of the IANA recovered space to the pool, 
but not the fundamental change in purpose from being a transition aid to being 
a source of v4 space only for new entrants.
