ARIN does reclaim legacy resources on occasion; this is generally either 
in compliance with terms of an LRSA for lack of payment or due to the 
dissolution of an organization with no successor (as non-existant entities
cannot hold number resources.)   Resources recovered in this manner
are are held for 60 days and then placed in the available pool.
