Also, if you have a business plan and need IPv4 space, why not just buy
some on the existing transfer market, or do what the big boys are doing
and enter into either a right of first refusal or a locked-in future
purchase price for enough space to meet your business plan's needs. Then
it won't matter which crazy proposals to tweak IPv4 policies at the last
minute show up.
Even better, deal in legacy space and don't worry if some of those
policy changes mean you can't register the transfer in the ARIN database.
