I believe based upon the current text, the answers to these 3 questions
is "yes."

It is basically a WAG.  Originally on the AC list 10,000 was proposed. 
Why 10,000?  On average over the past 5 years, ARIN has made about 2,000
allocations or assignments per year.  Some members of the AC noted a
smaller number was needed, and thus the next draft reduced it to 5,000.

Do you support this number?  If not, is there a number you would be more
comfortable with?
