If I understand what counsel is claiming, it is in a way a contrapositive 
inference.  That is- because ARIN does not assign resources to applicants who 
do not have a presence within its region, there is no logical basis for 
assertion of jurisdiction beyond that region.

MM: I thought we had already disposed of the false claim that 2014-1 does not 
require a presence in the region.
Would you are to reframe this argument in a way that is relevant to 2014-1? I 
just don’t understand it
