Based on the confusion during the discussion at ARIN 36, it's clear to me we need to further this policy. I support it as written.
Should we have a free pool some years into the future (when presumably IPv4 is generally no longer useful, or useful to only a small subset of users), we can re-address policy requirements at that time, should the need arise.
