I think this might be a reasonably thing for ARIN to offer to its
member orgs where the resources (the /16 in this example)
are already under an appropriate RSA (so the association
with the resources has already been established).
[membership has its privileges?]

Allowing a random request off the street to utilize ARIN staff
resources for hypothetical future transfer evaluations, I am
not sure I would be in favor of.
