Can you clarify where this policy stands?

I can't tell from your email if you are asking for feed back
on a possible change to the policy.  Or if you have actually
rewritten the policy and the AC is requesting comments on
the newly re-written policy.

If the latter, can Sean please update the text at:
https://www.arin.net/policy/proposals/2016_1.html

to show it has been re-written, post the new text there
and a pointer to the now archived older revision?

(e.g. https://www.arin.net/policy/proposals/2015_9.html)
