ARIN-2017-13: Remove ARIN Review Requirements for Large IPv4 Reassignments/Reallocations

Feedback is encouraged during the Last Call period. All comments should be provided to the Public Policy Mailing List. Last Call will expire on 7 May 2018.

Recommended Draft Policy ARIN-2017-13: Remove ARIN Review Requirements for Large IPv4 Reassignments/Reallocations

AC Assessment of Conformance with the Principles of Internet Number Resource Policy:

The ARIN Advisory Council accepts Draft Policy 2017-13, Remove ARIN Review Requirements for Large IPv4 Reassignments/ Reallocations, as a Recommended Draft Policy based on its conformance with the Principles of Internet Number Resource Policy in the PDP. It enables fair and impartial number administration, is technically sound and is supported by the community.

Problem Statement:

ARIN review of large IPv4 reassignments or rellocations was put in place when ARIN had a free pool of IPv4 addresses. The main purpose of the review was to ensure that ISPs were following RFC2050 and ARIN policy for large blocks. Since there is no longer a free pool and blocks have a value through transfer, there is now a disincentive for ISPs to over assign blocks to downstream customers. Thus this policy is no longer needed.

Remove Section 4.2.3.5 of NRPM
