Greetings,

If i'm understanding correctly this essentially says if you're an ISP with
no IP addresses you immediately qualify for a /24 without justification or
a /21 with justification.  If you already have resources, then you follow
the guidelines within 4.2.3/4.2.4.

As such, i'm okay with this as written; just curious how much it will be
utilized in practice.
