In accordance with the Policy Development Process (PDP), the Advisory Council (AC) met on 15 November 2018.


The AC has recommended the following to the Board of Trustees for adoption:

* Recommended Draft Policy ARIN-2018-1: Allow Inter-regional ASN Transfers
* Recommended Draft Policy ARIN-2018-3: Remove Reallocation Requirements for Residential Market Assignments * Recommended Draft Policy ARIN-2018-4: Clarification on Temporary Sub-Assignments
* NRPM Cleanup (formerly ARIN-prop-255)
* Modify 8.3 and 8.4 for Clarity (ARIN-prop-256)

Regarding ARIN-2018-1, the AC shepherds issued the following statement:

"The Last Call period for Recommended Draft Policy (RDP) 2018-1, Allow Inter-RIR Transfers ended on October 24, 2018, with no additional feedback from the community. Accordingly, the ARIN Advisory Council is recommending adoption of RDP 2018-1 by the Board of Trustees. We appreciate all community participation and feedback received with regard to this policy."

Regarding ARIN-2018-4, the AC shepherds issued the following statement:

"After a successful Policy Development Process and Last Call period, the AC has recommended policy 2018-4, 'Clarifications on Temporary Sub-Assignments’, to the ARIN Board of Trustees for adoption."

Clarification on Temporary Sub-Assignments



The AC has advanced the following Draft Policy to Recommended Draft Policy status (will be posted separately for discussion):

* ARIN-2018-2: Clarification to ISP Initial Allocation

The AC advances Draft Policies to Recommended Draft Policy status once they have been fully developed and meet ARIN's Principles of Internet Number Resource Policy. Specifically, these principles are:

* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community



The AC has advanced the following Proposals to Draft Policy Status (each will be posted separately for discussion):

* ARIN-prop-257: Disallow Third-party Organization Record Creation
* ARIN-prop-258: Clarify Reassignment Requirements in 4.2.3.7.1

The AC advances Proposals to Draft Policy status once they are found to be within the scope of the Policy Development Process (PDP), and contain a clear problem statement.



The AC is continuing to work on:

* Recommended Draft Policy ARIN-2017-12: Require New POC Validation Upon Reassignment
