ARIN is under no obligation to follow the previous policy for those already on 
the wait list; issuance of number resources is always done per current policy.

Ideally, the community would specify what transition is appropriate for those 
presently on the waiting list; absent such, there will be a staff and legal 
review pointing out the omission and staff will note its default approach so 
that implementation can still proceed should the policy change be adopted as-is.
