When they joined the waiting list, they understood the policy at the time, but was it with the further understanding that ARIN could change the policy? ARIN is under no obligation to follow the previous policy for those already on the wait list; issuance of number resources is always done per current policy. Ideally, the community would specify what transition is appropriate for those presently on the waiting list; absent such, there will be a staff and legal review pointing out the omission and staff will note its default approach so that implementation can still proceed should the policy change be adopted as-is.
