In accordance with the Policy Development Process, the Advisory Council met on 21 March 2019.


The AC has advanced the following Draft Policies to Recommended Draft Policy status (each will be posted separately for discussion):

* ARIN-2017-12: POC Notification and Validation Upon Reassignment or Reallocation
* ARIN-2018-5: Disallow Third-party Organization Record Creation


The AC advances Draft Policies to Recommended Draft Policy status once they have been fully developed and meet ARIN's Principles of Internet Number Resource Policy. Specifically, these principles are:

* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community



The AC has advanced the following Proposals to Draft Policy Status (each will be posted separately for discussion):

* ARIN-prop-263: Allow Inter-regional IPv6 Resource Transfers
* ARIN-prop-264: Validation of Abuse-mailbox
* ARIN-prop-265: Longer Hold Time Requirements for 4.1.8 Recipients
* ARIN-prop-267: Elimination of the Waiting List

The AC advances Proposals to Draft Policy status once they are found to be within the scope of the Policy Development Process (PDP), and contain a clear problem statement.



The AC has classified the following as an editorial update (will be posted separately for discussion):

* ARIN-prop-259: Remove IPv4 Reference in NRPM Section 6.10.1

Per Part One, Section 3.1 of the PDP:

"Changes to policy that are purely editorial and non-substantial in nature are outside the scope of the full Policy Development Process and may only be made with 30 days public notice followed by the concurrence of both the ARIN Advisory Council and ARIN Board of Trustees that the changes are non-substantial in nature."

* ARIN-2018-6: Clarify Reassignment Requirements in 4.2.3.7.1
* ARIN-2019-1: Clarify Section 4 IPv4 Request Requirements
* ARIN-2019-2: Waiting List Block Size Restriction
* ARIN-2019-3: Update 4.10 – IPv6 Deployment Block

Proposals:

* ARIN-prop-266: BGP Hijacking is an ARIN Policy Violation
