The AC has abandoned the following Draft Policies:
* ARIN-2019-13: ARIN Membership Legal Jurisdiction Exclusion
* ARIN-2019-17: Returned Addresses to the 4.10 Reserved Pool

Regarding ARIN-2019-13, the AC has issued the following statement:

"The ARIN AC has decided to abandon policy proposal 2019-13 based on community 
feedback that the policy proposal did not address a pressing problem that needed to be 
solved, and legal assessment citing substantial legal risks if the policy proposal were 
adopted."

Regarding ARIN-2019-17, the AC has issued the following statement:

"The ARIN Advisory Council has chosen to abandon Policy Proposal 2019-17 "Returned 
Addresses to the 4.10 Reserved Pool" due to lack of community support for enlarging the 4.10 
pool and a sustained community need that continues to be met by the IPv4 waiting list."

Anyone dissatisfied with these decisions may initiate a petition. The deadline 
to begin a petition will be five business days after the AC's draft meeting 
minutes are published.

The petition deadline for these Draft Policies is 19 November 2019 (in five calendar days).
