If I am understanding correctly, this person took a position inside AFRINIC, and set up shop selling addresses out the side door, to those entities who were officially denied address space? Interesting the address recipient noted was denied space because of lack of local networks. This is likely a common refrain, given the absense of the underlying infrastructure to support those types of installations in many parts of the world, AFRINIC region included.
