As written, this is not an editorial change. It’s a nit, but as written this 
actually changes the policy from ≤/20 to </20.

Propose that we modify the new text slightly:

“Only organizations which hold IPv4 space less than or equal to an aggregate  
/20 are eligible to apply.”

This would provide the same clarity, but remain consistent with the existing 
policy.
