Per the announcement -

Once submissions close, we will compile the questions that meet our Mailing 
List Acceptable Use Policy and Standards of Conduct and share them with the 
community in survey form. The community will be invited to rank the questions 
in their order of importance or interest. The Candidate Forum moderator will 
select from the ranked questions and ask each candidate to answer the selected 
questions during the Election Forum on 28 October.

In past times as moderator of the candidate forum, I have selected the 
questions substantially in the order ranked by the community (per the survey 
noted above).  There are occasions where rather similar questions get combined 
as we have limited time, but I do not ask any questions that have not been 
submitted by the community and simply pose the provided questions in the survey 
order so long as there is time remaining for the candidates to respond.
