I think theses are all good changes and I welcome them.

I would advocate for one additional change, which is a requirement that the 
nominating committee provide a detailed explanation of the reasons to each 
candidate judged “Unable to Qualify”. It should be up to the candidate whether 
or not to release that explanation publicly.
