Speaking with my AC hat on and as a co-shepherd for this policy. For the record, I am not the author, but I, like many others deploying IPv6 in their own datacenters, would stand to benefit from this particular policy change.
Paul - I believe your assessment is correct. This language is intended to capture the use case where a /64 may be allocated to a virtual network (for example, routing a /64 to a hypervisor or k8s pod or node) as well as a physical network, which is what the current policy accounts for. As is, accounting for multiple VMs with independent IPs must be done on a per-VM basis, and AFAIK can’t be counted as individual /64s for usage-based justification.
