If you do an FCC style auction the ones with money are always going to win unless you impose a lot of criteria. I think with the broadband money in North America, especially the US, we will see consolidation of some of these ISP operators over the next few years. This will lead to more IPV6 adoption because the bigger companies have the CGN boxes and such, or at least the resources to do so.
