Try this on for size: Computer network protocols often use unique integers to identify computers and functions within the network. Examples include IP addresses in versions four and six of the Internet Protocol and Autonomous System Numbers in the Border Gateway Protocol. The Regional Internet Registries, including ARIN, manage the registration of such Number Resources by the organizations which use these network protocols, assuring that two organizations do not end up with the same numbers.
