Allocation - IP addresses issued to an organization by ARIN and IP
addresses issued to an organization by an Internet provider who
received them from ARIN.

Assignment - Deprecated. Formerly meant IP addresses issued to an
organization which was not an Internet provider. Should currently be
understood to mean the same thing as Allocation.
