With that wording, I would read that as "once you hold a resource, you
are then assigned an Org ID".   Is that actually the case or are Org ID's
assigned before resources are?  I would want to be careful about the
policy potentially creating a race condition such as for new requestors.

Likewise, do all Org ID's have resources, or are there Org ID's that do
not?  Are these records purged once the resources are no longer held?
